I have turned on the iCloud service in my Mac's Photos preferences, as well as iCloud Photo Sharing (Photo Stream is off). I can see all my photos in the Photos app, and am using a System Library that is on the system disk (not an external or network drive). Locally, everything looks great.
In Windows 8.1, go to the Start screen, click the down arrow in the lower-left corner, then click the iCloud app. In Windows 8, go to the Start screen, and click the iCloud tile. Make sure that iCloud Photos or Photo Stream is turned on in the iCloud Control Panel. Click the Options button and make sure that My Photo Stream is turned on. ICloud for Windows version 10 or later: if a photo or video is edited on an Apple device or on iCloud.com, the changes appear here automatically — photos and videos are kept up to date. Mac keyboard app shortcuts not working. ICloud for Windows version 7: if changes are made to a photo or video on another device or on iCloud.com, you must re-download the file to see the changes on. Sign in to iCloud to access your photos, videos, documents, notes, contacts, and more. Use your Apple ID or create a new account to start using Apple services.
The photo-sharing features of iCloud have always been a bit confusing, and the recent introduction of the new Photos app as a replacement for iPhoto on the Mac has brought some additional features.
I noticed in the iCloud preference tab in Photos that Photos was uploading my 36GB photo library up to iCloud. I have 1TB of free storage there, so plenty of room for photos. I waited a day. Two. A week. I headed over to iCloud.com, logged in, checked for photos, and saw nothing. No photos at all. Macos high sierra photos app delete items after import.
I created a smart album in my local Photos library set to show photos NOT uploaded to iCloud. It's empty. So the computer THINKS it's uploaded everything. But there's nothing online.
I have enabled iCloud photos on one of my iOS devices. The iOS device is logged into iCLoud using the same Apple ID as my main computer, too. No images are there, either.

This seems lIke an issue with iCloud. All my Mac's Photos.app settings seem to be set to allow iCloud uploading, and the Photos.app seems to think all my images are up in iCloud. But there aren't any there that are visible either via my browser or via my iOS device.
Any advice?
